Tinley Park receives huge bill from previous EMS provider

The Chicago Tribune recently published an article detailing a legal and financial dispute between the Village of Tinley Park and Trace Ambulance, a local provider that had served the community for over three decades. This summer, the village made the decision to terminate its long-standing contract with Trace, which had been in place for 35 years, in an effort to reduce costs. However, the move backfired when the company sent a final invoice for nearly $500,000 just weeks after the contract ended. According to Trace President Christopher Vandenberg, the bill was for fees that had historically been waived during their partnership. “We believe we are clearly owed this money,” he stated. The village, however, has refused to pay, and officials have remained silent on the matter, citing ongoing legal concerns. Tinley Park Treasurer Brad Bettenhausen responded in writing, denying the claim and stating that the village had no prior knowledge of such charges. “We were surprised by the amount, as we had not been previously advised of these charges,” he wrote. He also pointed out that if such fees had existed, they should have been billed regularly throughout the contract period, not suddenly at the end. Trace claims that the contract included a clause allowing for additional charges if the village required more ambulance hours than specified. Since the contract ended, the company calculated those extra hours from May 2010 and sent the bill totaling $492,206. The village, however, disputes the validity of the charges, saying it found no records indicating it had requested the extra services. This conflict first came to light during a public safety meeting in May, where village officials revealed that the new ambulance provider, Kurtz Ambulance, had submitted a bid that was 21% lower than Trace’s. At the time, Vandenberg and another executive from Trace’s parent company attended the meeting and warned the board that cutting ties could be risky, given the company’s long history of service in the area. Vandenberg also mentioned that during contract negotiations, the village had asked for cost reductions due to economic conditions, which Trace agreed to. Despite this, the village chose to switch providers, a decision that sparked backlash from residents and some employees of Trace, who felt the local business was being unfairly replaced. The situation remains unresolved, with both sides standing firm on their positions. As the legal battle unfolds, it raises questions about contract terms, transparency, and the impact of outsourcing essential services. For now, the town and Trace remain locked in a costly and public dispute that highlights the complexities of long-term service agreements.
