A mobilization meeting for safety production emergency management innovation pilots in Huizhou Daya Bay Chemical Industry Park co-organized by the National Safe Production Emergency Rescue Command Center, the Guangdong Provincial Safety Supervision Bureau and the Huizhou City Government of Guangdong Province was held in Huizhou City. The conference researched and explored a new model for the consolidation of emergency resources in the Chemical Park and optimized resource allocation, so as to comprehensively improve the safety production emergency management level in the Chemical Park.
Wang Dexue, deputy director of the State Administration of Work Safety and director of the National Safe Production Emergency Rescue Command Center, pointed out that in recent years, China’s petroleum and chemical industry has rapidly expanded in scale, and a relatively concentrated industrial layout has been formed, with a number of Tianjin, Shanghai, and Chemical parks represented by Dalian, Nanjing, Ningbo, and Huizhou. At present, most chemical parks still have problems such as imperfect emergency management system mechanisms, unreasonable allocation of various emergency resources, weak foundation for emergency management, and weak emergency rescue capabilities.
Wang Dexue expressed that using the Daya Bay Chemical Industrial Park in Huizhou as a pilot, through the assessment of the current emergency management status of the park, researching and exploring the characteristics and laws of the emergency management work in the chemical park, building an emergency management demonstration zone in the chemical park, and summarizing and promoting the pilot experience. Improve the ability of various chemical industry parks across the country to prevent and respond to various types of production safety accidents and disasters.
The relevant local parties and enterprises in the park must pay great attention to each task of the pilot work, and make every measure well-formed, implement the specific work well, bear the responsibility for the management, and ensure that the pilot work is effective.
