[Procedures] Article 528 The blasting safety alert must comply with the following provisions:
(1) There must be a person in charge of the safety alert and a police officer should be dispatched around the blasting area.
(2) The “three-contact system†is implemented between the person in charge of the blasting area and the alert personnel.
(3) When the production is interrupted by blasting, immediately report to the mine dispatching room, and take measures to disarm.
[Executive Note] "Three-contact system" refers to the three contact system between the person in charge of the blasting area and the alert personnel and the detonating personnel during the detonation operation.
The first signal: the person in charge of the blasting area sends the first signal to the alert personnel to confirm that the alert personnel arrive at the alert location. All personnel unrelated to the blast are evacuated from the guard zone, the equipment is evacuated to a safe distance, and then the alert personnel are directed to the blasting area. Sending a safety signal, the person in charge of the blasting area orders the detonator to prepare for detonation;
The second signal: After the initiation of the detonation is completed, the person in charge of the blasting area sends a second signal to the alert personnel, and after obtaining the safety signal sent back by the alert personnel, the detonating command is issued to the detonating person to initiate the detonation;
The third signal: 5 minutes after the detonation, when it is confirmed that there is no danger, the person in charge of the blasting area and the detonator enter the explosion area for inspection. After no problem, the warning signal is sent to the security personnel.
