With the development of China's national economy, automobiles have become an important consumer goods. The popularity of automobiles has provided a good opportunity for the development of the automotive industry, while imported cars have better met the high quality demands of China's national consumption diversification and individualization. At the same time, imported cars also inevitably have some quality and safety problems, and even cause serious serious quality and safety accidents, endangering the people's personal health and property safety. In recent years, the General Administration of Quality Supervision, Inspection and Quarantine has promoted and released the import vehicle quality and safety supervision and management system involving import access, entry verification, port inspection, defect recall and three-pack supervision, and related departments with the Ministry of Public Security, the Ministry of Environmental Protection, the Ministry of Commerce and other relevant departments. I. General overview of imported cars
In 2016, the Ministry of Commerce and the General Administration of Quality Supervision, Inspection and Quarantine issued the “Several Opinions on Promoting the Pilot Importation of Parallel Automobilesâ€, and the pilots of parallel imported vehicles were gradually expanded; the management of recalls of imported automobile defects continued to improve, and the number and scale of defect recalls reached a record high; The newly revised Law on the Prevention and Control of Atmospheric Pollution was officially implemented, and the quality and safety supervision of motor vehicles and non-road mobile machinery was further improved.
In 2016, a total of 79,000 batches of imported automobiles were supervised and regulated, with a total of 1.024 million units and a value of US$42.18 billion. Compared with the same period in 2015, the number of imported car batches increased by 13.50% in 2016, the number decreased by 7.55%, and the value of goods decreased by 9.99%. The number of imported automobile inspection and supervision has shown a steady and declining trend.
From the category of imported automobile business, there are mainly 90,000 imported CCC-certified imported cars (excluding modified cars) and 150,000 imported CCC-certified imported vehicles. Second, the quality and safety of imported cars
(1) Port inspection and supervision
In 2016, 4,659 batches of unqualified imported automobiles and 23,500 vehicles were detected at various ports across the country, with a value of 2.393 billion US dollars, an increase of 84.30%, 153.99% and 521.19% respectively over the same period of 2015. The overall unqualified detection rate of imported automobile port inspection and supervision was 2.30%, and the overall quality and safety of imported automobiles was in good condition. The unqualified cases mainly include: the imported vehicle has no Chinese warning text, no number plate that meets the requirements, no rear fog lamp, the speedometer is in English, the indicator icon does not match the Chinese standard, and the light color of the rear turn signal does not match the Chinese standard. And the fuel consumption quantity identification parameters are inconsistent with the actual vehicle, and all the unqualified vehicles are disposed of according to law.
In 2016, the unqualified rate of imported automobile port inspections increased significantly. The main reasons are three aspects:
First, the quality and safety of individual new models are frequent. For example, the Tianjin Port detected the identification code of the Mercedes-Benz passenger car, and the Shanghai port detected the problem of the water-proof membrane of the new model Lincoln inner door panel. The Chongqing port detected the damage of the BMW pure electric vehicle battery module.
Second, the number of imported modified vehicles increased significantly in 2016. Compared with the "big trade car", most of the modified cars are procured in the foreign market and then modified according to the Chinese standard. The modification is not easy, resulting in a high rate of unqualified port inspection. For example, Liaoning detected the Kaiyan oil-electric hybrid power off-road vehicle electrical equipment failed; Jiangsu detected Jeep Wrangler modified car steering interference, brake system interference, private installation of searchlights, brake failure, exhaust emissions, goods The certificate did not conform to a number of unqualified; Tianjin, Ningbo, Shenzhen intercepted the illegal import of old used vehicles.
Third, the newly revised Law on Prevention and Control of Atmospheric Pollution was officially implemented on January 1, 2016. The entry-exit inspection and quarantine institutions at all vehicle ports carried out verification of imported pollutants and fuel consumption of imported automobiles in accordance with legal requirements. For example, the Jeep Wrangler (diesel type) and the Dodge Coolway (diesel type) in Tianjin Port did not meet the requirements of the fourth stage emission limit of diesel vehicles in GB18352.3-2005, and the fuel consumption of Ford Mustang modified vehicles was unqualified at Liaoning Port. .
(II) Recall of imported automobile defects
Defective car recall is an important measure to ensure the quality and safety of imported cars and safeguard the legitimate rights and interests of consumers. In 2016, the General Administration of Quality Supervision, Inspection and Quarantine and various local entry and exit inspection and quarantine agencies began to optimize the management of imported automobile recalls in three aspects: First, improve the recall filing process, highlight the post-event supervision, and effectively improve the efficiency of import defective car recalls; Early warning and rapid response mechanism, pay attention to the quality and safety risk information found by consumers, testing institutions, port inspection unqualified, increase the active investigation of defective vehicles, and guide enterprises to fulfill their recall responsibility. Third, increase the pilot enterprises for parallel imports of automobiles. And the importer of the modified vehicle fulfills the supervision of the defect recall responsibility, and urges the enterprise to bear the responsibility of the quality and safety of the imported automobile.
In 2016, 118 batches of imported automobile defects were recalled, involving 1.752 million imported vehicles. Among them, 12 batches of modified vehicle defect recall information were issued, involving 4,923 vehicles.
